In the form, I'd put in the definition of "disabled" for an emotional support or service dog (whichever he's trying to say it is), and have the doctor agree that he meets the definition.

A professional-- Doctor or Psych or even a Social Worker... other mental health/health professional should sign a letter stating that the disability is real-- look for some form of "Certification of need of Reasonable Accommodation."

Just make sure you do it right. If faced with a request for a reasonable accommodation for a companion or service animal (they're different) I'd have a form that I'd give them, with the definition of disability, and the basic law that the need for the animal must be related to their disability and/or trained to perform a particular task (service animals), and have them give it to their primary care provider (doctor) and have them fax it to me from their office after they've completed it, verifying that this patient meets the definition and has a related need.

the mediator sided with us, but since she is not a judge, court was set for Thursday this week. after we left, my lawyer called saying she filled an extension because she claims that my mother in law hurt her arm during the altercation and she has doctors on Thursday. the judge granted the extension until next week. she also filed an appeal for the protective order alleging she couldn't make it to court because she was in pain because of the ordeal. the hearing will be held may 2nd for the appeal. on may 5th there will be a court because of the fight that broke out in march. now, my questions are;does she have any bases to this claim?
Jakeb Shelton CA Laws Regarding Companion Animals

Otherwise every person could just claim every animal is a "companion", but I'm sure they are not. There are problems with online "doctors" who claim to give prescriptions or recommendations for companion animals to whoever pays for one, however, these are mostly scams, and I don't think landlords actually are required to accept their fake "prescriptions" if they don't actually have a proven doctor/patient relationship.
