Propane gas can be cost effective if you find a good propane company you sign up and set up a total amount of propane that you will need for the year and lock it in at its cheapest price, you have it delivered when you are ready not vice versa.

Find someone to partner up with who has the things you lack and vice versa.

This would likely help if the lots are significantly larger/smaller than one another because a larger lot doesn't necessarily mean a higher cost and vice versa. 

I was reading something similar to what you are suggesting is that they take a little to heat up.Do you run the ones with individual thermostats and if so do you find complaints about tenants having to set each room or vice versa do you set a each level on a seperate thermostat.The unit I am looking at is about 900 sq ft as well and I am hoping to heat it exclusively with electric but want to be sure ahead of time that if I spend the money it will work.

This is one thing I would think you would want to set clear expectations around well before purchasing so that you don't have to give up profits or vice versa feel like the bad guy down the road for telling relatives they can't use your beach house.All in all though I am in agreeance with others try to find anyway possible to make this happen as I have strong feeling you will never regret it.
