I've looked into mobile/manufactured homes as an option but with lot rent it seems like it may not be worth it.

It seems like you have it all lined out already, timeline and all.

I just found a property that is on the river and seems like a place i would enjoy living.

It seems tough to find even mediocre cashflow on turnkey properties, and I'm currently looking into Fishtown/Olde Richmond, and Point Breeze, but areas like Germantown are compelling also.4) How seriously do local investors take projects like the Bellwether project?

Just remember that wholesaling is much tougher than all the gurus make it seem to be, but not impossible at all if you create the right systems and understand, when you are new, that you are solving problems, not throwing cash.

I found what seemed to be a great property with a house for an STR and other space that I could expand for camping/RV sites and a barn that could be converted into a venue for events.

That doesn't seem right about having to chase your money - but would need a lot more info to provide a better opinion. also are you investing in one property and is your name secured or you giving an unsecured loan? 

Even then, $23K in closing costs seems hefty unless there's past due payments that need to be brought to current.
