Because children are under 10 they cannot be prosecuted and police don't even show up to take statements. 

If they are guilty of the things you think might have happened, they will be prosecuted for it like any other company.Unregulation of crypto (and really crypto is not unregulated in the USA. 

When I, as a member of the board in my state hear cases like this with the details youve described here, we find them guilty of an ethics violation and refer for prosecution. 

you just have to properly file your Material-man lien up front. and then prosecute it within the time lines and you have yourself a super lien. 

however the police and court system refused to prosecute them and I was never reimbursed for the $$$$$$ of merchandise that was stolen. 

These little towns have barely any crime bored city officials and actually do prosecute people with fines who break their rules.

One reason is that lot developers did not in some markets ( like here in Portland) prosecute any new subdivisions for 8 or 9 years.. and there is an acute shortage of land or buildable lots.. so therefore we cannot keep up with demand.. and therefor building permits are still half of what we would normally see in this market place..its catching up by 2018 it should be back to equilibrium.  

We have a critical shortage of buildable lots.. for two reasons ... 1 political.... 2. the fact that no developers or land owners prosecuted any new plats for almost 6 years.. so there is a huge back log of inventory that is just starting to finally come through the system. 

I had always assumed one had the right as a junior to advance payments on the first so as the second lien holder you could then  prosecute your foreclosure..

Defunding only means it won't be prosecuted.
