I have no idea who I should reach out to for help, and I just do not understand how this person no longer responds to emails or returns phone calls.I hope someone can provide some guidance.

I believe it's because the property is being sold "as-is," and they are unwilling to make repairs or negotiate based on findings.

The repair was extensive and costly, requiring excavation (about 3x6 feet) to replace the broken section and clean up the mess.
