If your goal is passive income, it's not going to be in New Jersey when you factor in cost to purchase, management costs, and rent to price ratio, but what you can get is steady appreciation.

You could reach out to a few Property Managers in Salt Lake City to see if any of them would be able to give you advice for the area, as they would be familiar with the region and what to expect from the investment! 

Hi Myles,I found myself managing about 20 rentals through my brokerage at one point.

U will need a section 8 inspection so hopefully the house will pass that.

Seems like you should not have to but showing they broke house rules leading to damage may help. 

I am planning to self manage as well and since there aren't many managers in my area I will likely employ a similar strategy once I decide to outsource the management.
