It only means we are working to find homes for our A buyers first, since they could be homeless.

So as long as they were healthy and able to work, they did great, and the moment their health suffered, they were rendered homeless.

If they limit the number of licenses, a portion of their population will be sitting in the gutters by the roadsides homeless (which is what they may want in order to increase the Federal Aid going to the city (to line the pockets of TPTB) there while perpetuating the actual problem the money is supposed to help). 

@Kumar Gaurav My only experience is between San Francisco and Arizona.San Fran has a heavily increasing homeless problem with rising taxes plus its super expensive.

Contact local area community organizations which place homeless in need of temporary housing.

If you're not married, bring your sister, bring your female friend, hire a damned homeless off the street as a chaperone next time.Go call a local lawyer and tell her (VERY PREFERABLY A HER) your sob story.
