If the bottom of the pile has organic matter or household chemicals or anything with moisture, it's most likely damaging the flooring and walls and attracting pests.

The house that has the well pressure tank also supplies the electric to the pump , if that tenant has their electric cut off , both buildings have no water . second , if there is a water treatment system that too is in the first house , who takes care of the chemicals.

If the well is dry you are drilling deeper, if the well is not making water like it use to it could just be screen is clogged with minerals like iron or calcium and would need a chemical treatment to open the screen along.
