The most pressing, and i cant seem to find a true answer from the the building department OR the utility companies is if I need to have separate meters (Electrical, gas, water) for my ADU and main home. 

However, one recent sale in the area was 109K for a .15 acre lot, however, it was verified developable and had gas, electric, and water at the street.

Note: the $1423 amount includes owner paying for electric, gas & water.

The wholesaler and seller represented this duplex as having two separate water meters and two separate gas meters.

Utilities If you haven’t already set up utilities, then connect your water, gas, electricity, and Wi-Fi.

Tree clearing, grubbing, moving dirt for cut/fill operations, storm water, power, gas, water, fire access etc. not a small task but doable.  

Roseville has their own utilities except Electric gas, you can't go wrong.

That's like buying a lot to build a gas station, but it's zoned residential currently...but maybe you can get a permit. 

Wow what a gas and the power of cell phones!!

Cleaning is hard work, it takes skill to clean properly, it is not cheap to buy quality products, and gas is definitely not cheap.
