The most effective way for your friend to deal with this may be by getting a PFA agaist the employee and if he doesnt stop have him arrested.

There are definitely some rough spots of town, going east and north would be your best bets.The city of Marysville has taken a different approach to the homelessness issue in that the homeless are given an opportunity to accept assistance, if they refuse, then they can be arrested.

But we should also remember that exurban areas got clobbered in the 2008 collapse, and we are definitely having another correction in the next 2-5 years.The Albany area could be interesting, because it has arrested its population decline and the state is investing major resources in transforming the area into a nano tech hub.
