+1 for AirDNA - I recommend using one of their premium monthly subscriptions to explore the actual comps and not just their auto generated projection. 

Most lenders will use the lower of actual rents vs market rents regardless of section 8/non section 8.

Usually the side effects are worse than the actual thing they are trying to cure.
