Many underwriters have sent much of the work offshore to countries where private land ownership is rare and title insurance is non existent, think Philippines & India.

@India Burdette You can always discuss upfront with lender you are working with Housing agency on one particular program and ask them if they can offer any other program which could benefit to meet your future goals.
