@Dennis Kronenwetter I'd call the water company and see how long they have been getting super high usage at that place.

Some of it's managing the contractors, the tenants,  the purchasing of supplies and tools for maintenance, and possibly utility usage.  

They indicate that the drought and restrictions on water usage will cause RE prices to fall to rock bottom!

Has anyone seen an accelerated pace at which things need to be replaced or are we pretty "standard" in usage rates.

If the former I would include a reasonable usage clause to enable you to charge for excessive usage.

Thanks @Dan Schweit, "fortunately" my biggest issue was the credit usage %, once I was able to clear that up everything else fell into place.

I didn't find being a real estate agent very rewarding, because the broker I had really pushed us (agents) to do BPOs (Broker Price Opinions) in order to get listing.

Will painting the foundation with this give you many years of unproblematic rental usage?

I know a lot of people say to always just let tenants pay for their utilities but have seen others say they don't mind including them because it allows them to raise rent and in the end they make out with a little more in return.They sent about 8 out of the last 12 months worth of electricity bills/statements and one statement of gas usage from June 2017-July 2017 (not very helpful since barely any gas was used).
