You'll need to design the civil first and have the architect design the building to fit the parking, which comes at a premium.

If you have a structural roof issue, bring in an engineer or architect.

I do still have beach property, which I should mention has engineer & architect plans for 3 unit apartment building, which Im either going to sell or looking for investors to build the units and rent/sell.

Will I need an architect to do drawings?

We have an architect who's helped us draw up plans for converting the first floor into a commercial space and the 2nd/3rd floors into 5 apartments/condos all about 2,000 soft in size.  

Also, what should I budget for this project for the architect/engineer/permits? 

For cabinet layout, I use pen and paper with an architect's rule to get an idea... and then rely on a pro designer.
