To be fair, there is a process to seek a zoning variance or reclassification but that's totally dependent upon the whim of the City planners.When looking at two identical properties with only different zoning, to avoid the case stated at the outset, pick properties which allow MFU development.

I would think if you didn't have a way to actually verify the tenants identity and addresses then you would still need to call previous landlords.
