this is just not the case in these markets.. so you do need a product that will entice a good renter to rent yours as opposed to a semi or full blown slumlord type home..NOw if the owner wanted to cut corners not go section 8 and lower the rent there are trade offs for sure. 

.- Cabinets: higher end: custom shop; mid-low: KZ-Kitchen, Uni-Tile, semi-custom dealers (HD & Lowes sell them too).- Paint: Mostly HD (good discount on my pro account); Kelly Moore- Shower doors: less-known brands (imported) from stores like KZ Kitchen, some semi-custom models from Lowes; custom setup would be custom ordered.- etc...If you drive to San Jose (I think ~45 mins for you), there are plenty of suppliers around the Brokaw Rd area (off of 101 & 880).

After the texture is done, use a dedicated drywall primer and two coats of semi-gloss paint, which is better for wet areas than eggshell.
