This weakness is something that throws me off from investing in a property.

If they can't be realistic in their underwriting and the project fails and people lose money, the bank will back track all of the paperwork until they see the weak link.

You're stuck being out whatever money you gave this person.Even if these applications are totally on the up and up, you're showing them a "weak landlord" face.

Another elderly tenant (chronic COPD) can no longer climb the stairs so we added a small shower stall to the lower half bath & he now lives on the lower floor.

Weak sauce man...try 300-400 then come back and complain if you haven't gotten anything under contractJk -- without knowing anything relevant about your market, only suggestion I have is to maybe widen your search radius and hopefully this will uncover areas with potential that you didn't know about before

Were the countries you invested in Asia third world countries with weak currencies?

They are not the primary service provider in such programs, and while some may market the solution to as to not lose market share, their implementation is generally weak at best.  

If a person has a significant weakness (or can't be verified) in any of the four categories, and we have reason to believe they could still be successful tenants, we will offer to rent but will require an additional security deposit to cover our risk.We would never request prepaid rent, other than for the current month.
