If they are borderline we keep them in a holding pattern and keep scoring/investigating others.No matter how you do it, you need a consistent approach and criteria that is defendable and non discriminatory.Sounds like a good problem to have!

I had a judge tell me he has only seen one time in eviction court in 10 years that a tenant gave proper written notice for a repair request.Remember at least in my area the landlord and tenant or plaintiff and defendant has to pledge under oath and penalty of perjury that what they are saying and information provided is true and correct.

Actually, you can file it in any county if you think they have moved to a different oneSuing for Damages and Late Fees Etc- This is a separate suit that will need to be filed and the cost to do in small claims court for amounts up to $10,000 is aprox $175 for 2 defendants

Long story short, after talking to the Mgmt company and their attorney the case was pulled at the courthouse and an entry was made in the record to strike my name as a defendant.
