I'm new to this but my REA recommends treating the property as my own home until I get out of the military in a year or so, at which I can rent it out without having to worry about VA loan stipulations.

Or is he just bad a contracting and didn't stipulate enough progress payments.But on to the next mountian.

So far it seems that Scranton has a lot of stipulations when it comes to investing in property there.

I rewrote my lease to include stipulations for removal of items in the house, as well as stipulations for potential trial costs incurred if a tenant abandons a house, such as funding them to serve them, and costs associated with filing, ect.

You forgot to add, "permit another person with a criminal record AND THAT PERSON'S ENTIRE IMMEDIATE FAMILY to move in" which is stipulated under the aformentioned NY law.  

I would be in control and make stipulations to ensure my investment.

@Jack Isberner I don’t have the bill in front of me but there is a stipulation that the law doesn’t apply if you perform major renovations that would displace the tenant for 30 days or more.

There are some select properties in the NYC metro area that still have it a bit tougher, but all of NYS now can have rent control as well as bunch of other tenant-friendly stipulations that used to just be unique to NYC. 

These buyers, barring any difficulty from new credit stipulations, are still going to be entering the market with approved financing, if not at an increased pace as the exodus from more densely populated areas of the country is accelerated by the COVID-19 crisis.
