For now, I am just a free consultant for my landlord friends ha ha.Just today, I was walking by the dumpster outside that is under one of the old-fashioned garbage shoots, and of course, there is garbage all over the ground around it, because tenants just throw garbage into the shoot without bagging it first. 

Now the tricky part is that you need to pro-rate it in some fashion that makes sense.

The idea behind this is to get things repaired as they come up and if the tenant is responsible they pay in a timely fashion.

This is clear violation of my lease and I have notified my tenant I'd like this to be resolved in a timely fashion. 

The tenants, basically hoarder types, didn't complain about mold again, and I don't think "getting sick" from mold was then in fashion.

Maybe if they failed to notify management in a timely fashion.

As long as you communicate with tenants in a timely fashion you will be fine.

With a lot of just old fashioned elbow grease you can make a 1984 Benz look better than most new cars.  

I went through my home warranty company (2-10) and their vendor didn't send diagnosis to them in timely fashion and home warranty company insisted on finding refurbished part.

Sometimes they have information regarding the owners whereabouts or another means of contacting them through a friend or family member.I have yet to find a solid way to locate hard-to-find property owners except through good old fashioned hard work and persistence.
