Additionally, if the well is more than a certain depth (I cannot recall off the top of my head) you require steps/ladder to ensure someone can climb out of the well.

I love my 20' collapsible telescoping ladder which is like climbing a go-go gadget ninja bamboo ladder (not real sturdy to work off of but handy to get on roofs, easy to carry). 

He always get a lot of interest when he advertises (and in five years his ask has climbed to $1350/month).Amateur hour has absolutely no chance.

@Kimberly Kesterke I have an apartment building with some tenants who should not be climbing step stools or ladders, and neither should I for that matter.

Even Rock Hill SC small town the c and d properties , rents are climbing and ridiculous in my eyes.

even without unlocking the door someone can break the glass and climb through the window of the door. 

But I'm very careful to check the recalls on Ikea's dressers -- there have been incidents where children have been injured or died when a dresser they were climbing fell on them.Other reasons that I have not rented to prospective tenants with children is due to the hazards of a fireplace (woodburning -- obvious hazards;  gas fireplace -- can be burned if touching the hot glass; electric fireplace -- with the one in my personal residence, you need to be very careful when removing the glass, as it shatters very easily.)

The gates will be better than climbing fences.My 2nd step would be to post "Private Property - Do not Trespass"-type signs and call the police if the neighbors do not respect the property.  

If you like rock climbing look for a place that has that, ect.

An experienced rock climber may climb without safety ropes and may never get hurt.
