That's a common practice, especially in SoCal on multi unit properties.Owners in this case want to avoid upsetting paying tenants with constant strangers invading their privacy.

Your tenants should also have a means of contacting you as well during the transition- if you're concerned about privacy, set up a temporary email or temporary phone number. 

I could see how updating the outside, repaving the parking lot, doing things like adding privacy screen on the roof to hide the HVAC system would make it a lot more attractive.How did you find the deal?
