Is this timeframe unreasonable? 

My thoughts:- Unusual to reduce rent without the owner's permission and odd that they would drop you as a client when I assume they charge a % each month to manage and is in their best interest to keep you as a client unless you start making demands that are unreasonable or take up a large part of their time- I don't think a move-in special is necessarily a bad idea, depends on the location.

Unless you think it has termites, want to sell to someone else and are looking for your own way out, or gave them some unreasonably long inspection period like a month or two. 

If your offer is too far from the list price, then either your numbers are unreasonable or the seller's numbers are unreasonable. 

A prudent landlord would call the AC guy to schedule for the first reasonable appointment and show up within the hour to drop off window units or portables.The law doesn't require you to treat them like you want to be treated because that is an unreasonable and unknowable standard.
