What percentage I have no idea but the government believes it would be substantial enough to not deliver direct payments, the same way that food stamps are delivered by cards that (theoretically) can only be used to buy food in a grocery store.

If you get good video and or time stamped pics of the properties that helps.

Also, if something really bad happens (house burns down, tenant gets electrocuted and dies) things will be much worse for you when it comes out that the setup was sketchy and didn't have any official stamp on it.

@Evan Stamps - Absolutely, the inspection contingency is a general term however a contractor walk through can qualify as an inspection.

A bonus "mud room" area at the back of the house features french doors leading to the stamped concrete patio in the fully-fenced backyard.

The only real savings I've found so far is to have the fannie servicer buy the loan docs and do a mortgage modification to save on doc stamps (in Florida) at loan closing, but otherwise I'm just absorbing those costs from the construction loan.
