Maryland’s DLLR site you mentioned is definitely a step in the right direction.

For example, when guests encounter issues during their stays—or even when they are the cause of the problem—a professional management company can step in immediately.

Does anyone have advice on where to start, what resources to look into, or steps I can take to get into something like this?

I would say it's more of a scam to offer a seller <70% on a property that needs $5k in material repairs  and flip it for 125% without stepping foot in the property.
