I don't understand how you can't track them down.You could stop paying HOA dues, and that will force them to contact you.As for the PM, I would instruct them to hold off on painting until the termite issue is resolved, which includes providing you with contact information of the HOA board.

So long story short I don't think it's likely they'll come back and check on your property to make sure you're not renting prior to sprinkler installation, but they can if they want to and if they find renters they can permanently pull your permit.

If you don't want them in your property, you don't have to renew the lease.Reason for non-renewal: habitual late payments.Don't know Maryland's laws, but make sure you have prior documentation for notices given to them for the late payment.
