It is common on vacant dwellings for the policy to have Warranty that either the heat will be maintained at a certain temp. or the pipes will be drained and winterized.  

House was built in 1995 so I am thinking that I will need a roof for it soon and central heating/cooling is six years old.

We have learned a ton and I want thousands of units one day but for now just trying what to do next with this one. ok so the issue is that home was built in 1932 and the heating is an issue in the winter and the heating costs are really high for the tenants.

The rental agreement cannot state that the landlord can turn off the heat or electricity to the unit.

Westchester NY, who pays for (expenses) heat, hot water, electric, snow removal, salting, trash bin maintenance, plumbing stoppages, plumbing leaks, key changes, sweeping and cleaning, CCTV, rehabs after tenant moves out.  

In the upper mid-west if you pay for the heat, then expect to be closer to 60%.

Age of roof, electrical, heating & plumbing systems?

Is there central heating or individual units?
