Every city has its on little quarks but it is frustrating when they tell you that they need you to employ an engineer for making sure the headers for replacing old windows with new are appropriate for those type windows/sizes.

Just did a renovation where we took it to the studs and sisters all the 2x8 2 me fl- floor joists with 2x10's for strength, also replace 2nd fl headers as they were insufficient- had a structural engineer come in for the weight calcs for headers and submitted with the revised permit- sounds like you aren't a GC and advise you hire one so it's done right- you have too much work to not do that and understand code.

Hello BP professionals I need some professional advise here; im rehabbing a foreclosure house in City Poughkeepsie NY; we passed electrical inspection but during plumbing inspection the inspector caught the beam my husband and I installed without proper footing because we did it for extra support it’s a 150 old house but we didn’t remove any beams or headers Now the inspector asking us to get the professional to replace it but I don’t have the funding to do itCan I just simply remove the beam?

The fix is to take stiff alluminum wire and wrap around the shelf / rack pole and put a drywall screw into the walls header 2x4 at the ceiling line, wrap the wire around that screw.

Sometimes structure is pretty goofy, I have found a number of doors or windows without anything resembling a header and front or back porches falling apart but if you address them and fixthem correctly you are doing pretty good.
