I bought oil based primer, which helped to eliminate strong smoke odor.

After the inspection report came back, the house will need the following work (and this comes directly from the inspector): 1-The two oil-fired boilers must be professionally evaluated and serviced by a licensed HVAC technician to determine the life expectancy and the evaluation of the firebox as well as its efficiency.2-The asbestos in the basement must be professionally encapsulated or removed.3-Need to have a licensed plumber REPLACE the corroding electric water heater for the rear unit.4-All items listed in #8 that are asked to be replaced, should be professionally replaced or given appropriate credit for replacing by new owners.5-Need to have a licensed electrician examine, address and replace all wiring throughout the house and garage.

Say, there's an oil tank in ground that spilled and contaminated the soil. 

Also check for any environmental issues: lead, radon, buried oil tanks, old gas tanks, asbestos, meth lab, etc... 

This area has many oil and gas factories, plastic factories, steel factories, etc.

The problem with the Northern Neck is that there isn't much work outside of the Sheriff's Department, farming and the Omega fish oil plant in Reedville.

Here in NJ, underground oil tanks are a big concern when I'm purchasing an older house; I've always performed an oil tank sweep before I purchase a property.Does Cincinnati have the same concern, i.e. are there a lot of properties in Cincinnati that have underground oil tanks?

There are some research you may want to consider -  are there an oil tank, any open violations and ect?
