If you renewed their lease, I would let it go and then end their lease when it expires.If they are on a month-to-month, I would give them written notice that they failed to establish utilities so you are terminating their lease.I believe tenants that blatantly violate one rule - particularly a major one - are likely to violate more in the future.

Unless you think there is blatant fraud that has resulted in thousands of dollars in damages to you then the cost of hiring an auditor and then dealing with a PM that now knows you don’t trust them probably isn’t worth it.

If they charge for something that was blatantly never done then you should just call the contractors board and file a complaint, but also you should definitely not pay that amount if it’s in dispute.BUT I’m assuming this was not an actual bid from a licensed contractor.

That wouldn't be enough to even replace carpet in one room, but it will reduce your risk a little.My personal policy is that I do not keep tenants that blatantly violate the lease.
