Conversely, On homes I have wanted to expand,  I have removed closets from bedrooms in order to label these as studies or offices, so that I could build additions that are labelled "bedrooms" (customized to my needs),  in order to avoid the requirements of expanding a 2 car garage to a 3 car garage (a local requirement when building beyond 4 bedrooms).

I have to imagine it's a bit more negotiating than just purchasing something with cash, since it's essentially bartering @Rene Hosman YEARS and that's if they actually got approved because it had to be so completely vetted to avoid lawsuits after approval. 5-10 years but the stance of that municipality was anti-change, anti-development, NIMBY on steroids, etc.
