I'm not sure if this is what you're referring to, but counties in Indiana have what's called a "Commissioner's Sale."

& Canada and some European countries.

The County drain commissioner had no issues with me connecting the new construction in the same manner.

I'm OK with it.BTW, I got someone to get the zoning approval for my home office after they said I have an illegal unit, but because it was so much like a separate  apartment, it was originally turned down, but overturned by appeal to the commissioner.
