Usually if it is something no HoA I solve the issues but now the prolem is under the HoA mercy that seems to careless and the water damages are severe and scary on the photos.

I previously researched solutions for a similar sound problem where I could not open the walls, but I still have not solved the problem.

The person checking the unit just said needs replacing so we did but it did not solve the issue. $6000 repair. 

I don't think he has a clue that some activity has a 10 year statute of limitations.

Pretty much everything I have seen and read is:Find out the sellers motivation/problem and speak to solving that issue.Give an offer but explain how you got your numbers.Other than that, it seems pretty limited for negotiating information. 

You have to prove it wasn't done illegally, And, if you can't pay it off to solve the problem, and at the same time, pay for an attorney, you've already lost.
