In California and Florida there are two State run plans of last resort (Cal Fair and Citizens respectively) for the otherwise uninsurable; properties that private companies have already deemed too risky and are effectively subsidized by taxpayers.

The market I’m interested in are residential rental and leasing, senior housing, and distressed properties/owners.

One unit is occupied by a low-income senior not on the Housing Choice Voucher program and paying well below market rent.

Otherwise find out if Hawaii has a senior advocate division.

There are plenty of banks across the US that also have a stated income heloc (in the Carolinas, First Citizens will do up to $100k with no income verification). 

I would start with trying to speak with the senior pastor and/or someone that manages the real estate assets of the church.
