I would ask for the specific city regulation that requires this type of fence in a flood zone.

Withholding rent is a unforgivable offence in my books and clearly indicates a entitled individual that needs to be terminated with prejudice.

What varieties or types of fence do I like?

Could be a water leak in the basement; a blown down section of fence; a water leak under the sink, etc. 

No offence to Realtors, but there are a few out there who don't know their area as well as they should because either they are too new, or looking at it from a different perspective than I would.

In such situations, the police will quite likely only tell you whether the applicant has a record and {perhaps} the nature of the offence(s) {misdemeanour, property crime, capital offence, etc}.  

And I apologize if I am hitting a soft spot here, please don't take offence.
