But, I will assume, while this is a pretty blatant sidestepping of intent (to me) it does abide by the letter of the rules, as I understand them.It also takes a lot more liability off the main sponsor, since the lead sponsor is just signing people up that are independently selling securities.  

This for the most part has to do with this country's history of institutional and blatant racism.
