If a property appears neglected or vacant as @Ned Carey predicted, I check an online tax lien site, the auditors' site to estimate how much equity they may have, the scheduled sheriff sales site where the plaintiff is a clue to which are probably tax lien sales, and the Clerk of Courts which shows other foreclosure actions, judgments, etc.

I'm a rehabber and I'm located only about 10 minutes from DC in PG County so as @Ned Carey mentioned there are tons of stuff to pick up that's in the under 200k bracket just outside of DC before you get to Bmore and Richmond.

Hi @Melissa Kirchhoff - As @Ned Carey mentioned, I would sell it for a premium and that premium would depend on how close the home was to the foreclosure process.
