No disrespect but  "Can not make a living" are you talking about MASS foreclosures and then the MASSES doing short sales all over the news and FOX and CNN? 

The attractions in Detroit (casinos, stadiums, Fox Theater, Bell Isle, etc) pull the middle class from the suburbs for a few hours, but they go back to suburbia afterwards because they will never live/raise a family near downtown.

I myself found myself on Fox news at 5 in the Chicagoland area because the suburb I was rneeting in wanted to impose laws they had yet to write on me.

But that doesn't mean anything to me, because I am not planning to run commercials on CNN/MSNBC/Fox News at 8 PM.

I know fox Detroit and Lansing has interviewed different tenants about situations (like no heat, or mice, or city showing up condemning the properties).
