It may be difficult for you or anyone to see the perceptions of others as you know what you might do, but others can't be assured of that.

By no means is this verifiably accurate, it is however my perception of my market.

But often it's possible that there's a bigger picture, which could really change your perception. 

It's part of our litigious society and a tactic to get some or all of the parties to settle out of court. 

In my eyes everyone wins, even society as a whole.

Again, the front of the building seemed to be in good shape and had to maintain a certain look due to the historical society but nothing in that building due to the layout seemed to scream I want to be here for a long time.

If you are talking about appreciation, it is based on perception the area will prosper.
