Conversely, I would posit that a tenant would be more aggressive with the small guy, since the preception is that the large operators would have an attorney on retainer that would ensure the lessor is in compliance.Additionally, I would vote with your wallet, and invest where equitable contracts are respected and upheld by the legislative body. 

And, though at least one person has suggested you move toward eviction, you and I both know that having such a recent mark on her rental history would make it difficult, if not impossible for her to find another place to live (not to mention the burdens such a stressful event would impose on her failing body).

Yes, there are great e-books out there on how to do this, and the instructions for team-building make sense, but there's a lot of dead bodies out there.
