Usually though mediation is for larger amounts and the litigants are trying to avoid legal cost as that can eat up a judgement.As for the original case, which is what we should be discussing here, they said it was Small Claims.

Make sure you have good numbers for utility cost as this can break you.I bet the 2% rule wont work for your area as it doesn't for most of the country but try it at 1% instead. 50% rule is a better guide to follow.
