Is it smart or a bad move to use down Payment Assistance?

I saw on Facebook some people talking about down payment assistance. I Visited on internet I saw some programs in MASS do help people with up to 25% in down payment assistance. Is this a good move? Is this something you can recommend a person to do if they qualify for it? What interest rates come with this aid? Somebody help me understand why agencies are willing to give free money to people. I am being suspicious about it. Thank you:)
