It is nice to always be on the look out for those neighborhoods you mentioned and I own some there also, but it hard to find anything wholesale, if it is listed, in my opinion, it is already priced too high for us to profit from.There are always those little nuggets, tax sale, foreclosures and other distressed situation you can stumble on if you are alert and out there farming.Stay in touch, I have been in the Baltimore market for over 40 years, there are still great deals to be had if you are alert and market wisely

You may stumble early but if you're having 2-3 conversations per day, you will gain the confidence.
