The wheelchair bound vet now has his own ground floor unit complete with kitchen/bath etc & the other couple have some long deserved privacy.

Your tenant owes money and deserves what ever they get. 

Give him an opportunity to speak to you civilly, maybe he'll open up, or if nothing else, see that you are a decent human and don't deserve to be harassed.

Every single time my desirable tenant has a conversation with this guy's tenants, my tenant reinforces her belief that she's getting a good deal and resolves to stay, while his tenants reinforce their belief that their LL is a crook and deserves to get as much misery from them as possible.Ka-ching, ka-ching, ka-ching, I make my money month after month, and he never sees a quality applicant.

You can learn how to get ripped off by tenants the hard way or to avoid it by listening to people who actually have experience and who are willing to share it for free - in order to save you thousands upon thousands of dollars the hard way because your ego couldn't listen.If your ego can't listen, then you deserve to learn everything the hard way. 

Tenants deserve more than to have a by the seat of the pants learn the law as your go landlord.
