Probably a combination of continuing old habits, testing the new guy, and reacting against the guy that raised her rent as soon as he took over.The continuing old habits thing is hard, it is really human nature.

People react differently so ultimately you'll have to try multiple things until you find something that seems most effective for your area.As for your letter, I would shorten it up a little and I also like Vikram's comment about you being the principle buyer as opposed to a "group".
