I wouldn't be overly concerned personally about the roof or the demo not being permitted unless they were flagged.

The city is just now starting to demo affected houses and not everyone has drained.

Its a lot more work when they have to demo existing tile and relevel/float to install the new flooring. 

If demo is required that would increase the price but again, depends how much.
