If these are double-pane windows, the seal has failed and water vapor has gotten between the panes.

Typically doesn’t comply with footing/foundation requirements, vapor barrier in the slab, need to run water to the unit, you’ll need to comply with a number of electrical requirements, insulation, separating the garage space from dwelling and many other requirements.

The quote was $10.9K to permanently stabilize the walls (using a brace system), $14.5K to permanently stabilize the upstairs floors (new steel beams and footers) and $11K to waterproof the basement (new vapor barrier and sump).

If you end up tearing out the limestone and dirt, I suggest adding a vapor retarder under the new concrete slab.

If condensation has built up under the plastic your basement is not currently sealed and you'll have moisture problems you'll want to address (tiles, vapor barriers,sumps).
