That would be like requiring scheduled repainting before any peeling paint appears.  

The amount of damages you can collect depends on the average useful life of that item.Example is that as a landlord you paint the walls every 5 years.If you have to repaint the walls after a tenant lived in the unit for 7 years than this would be considered "Normal Wear and Tear" and you deduct $0. 

Roof repairs, exterior repairs and repaint, parking lot and structure repair, fencing......it's usually down hill from there.  

My advice is not to waste your money on testing clean with bleach water and buy a mildew mold suppressant from hardware store it's a chemical you put in a pump up sprayer keeps mold from coming back if on a painted surface get a fungicide paint additive and repaint area.

It could just be that the ceiling needs to be repainted and the grill to the vent needs to be cleaned.If I am purchasing the property with a tenant I make sure I get an opportunity to meet the tenant.
