The amount of damages you can collect depends on the average useful life of that item.Example is that as a landlord you paint the walls every 5 years.If you have to repaint the walls after a tenant lived in the unit for 7 years than this would be considered "Normal Wear and Tear" and you deduct $0.

My advice is not to waste your money on testing clean with bleach water and buy a mildew mold suppressant from hardware store it's a chemical you put in a pump up sprayer keeps mold from coming back if on a painted surface get a fungicide paint additive and repaint area.

I don't know about the cost of asbestos removal, but I had lead paint removed from the exterior of a 1200 square foot house: $20K for removal and repainting 15-16 years ago.

It could just be that the ceiling needs to be repainted and the grill to the vent needs to be cleaned.If I am purchasing the property with a tenant I make sure I get an opportunity to meet the tenant.
