Not familiar with Shasta County but here in LA, I have not seen that problem and all of my previous have been existing structures like detached garages that were converted to an ADU.

We typically work in the midwest and would avoid properties like this but LA is definitely a different market.

You have to be very careful with tenant selection because AV will burn you quick if you don't You will pour money into the property while a bad tenant destroys it and doesn't pay their rent.A good tenant and a good deal with actually cashflow, as opposed to LA. I

If you are looking into getting into a market that isn't already highly competitive for land like Ontario or LA, I know that San Bernardino has plenty of available raw land next to their new, state of the art airport.

@Sean Gribbons so I agree with @Ray Lai you budget is very low or your neighborhood is very small (<100 homes).

However, if you want only tax delinquencies, @Ray Lai has the best idea. because neither of those companies have that option (though we target all homeowners, not just tax delinquent ones, so its not an issue)   Happy to help if you have any questions!
