The other case of meat drying was something a friend ran into, that I think can be an issue if there is an offending odor (to some) and if that attracts animals like possums, raccoons etc...

Can someone confirm that I CAN loan a party in Texas the money to pay off their 1st-position loan and rahab without running foul of Texas rules and regs?

I bleached the walls and cleared most the items out but there is still a strong musty odor. 

Also the reason I did not paint is because if the smoke odor seeps through the primer I don't want to have to primer again over nicely painted walls.

I don't know how the floor sanding guys were able to stand the odor when they were sanding - it's one of the worst and strongest things I've ever smelled. 

I tend to be suspicious of foul play.

They leave trash everywhere and the odor of cigarettes and marijuana streams from their unit.

I would then give him an estimate of professional cleaning costs and odor removal.

If a borrower is not properly qualified, they have 3 years to cry foul and they get all of their money back, you could be fined on top of that!
